Allowed tax categories to be linked with State codes, which will be honored by the create continuity/autoship orders process. 

Added two default tax categories (associated with the default tax provider) for tagging products that should only be added for specific states. 

Similar codes for 3rd party providers (such as Avalera) will be added by those modules respective install scripts.

The two new tax category records are named simply:
