Added new Payment Batch creation filter.
Options are:
  1. Disabled: Filter not used
  2. Include Declines - Only include items that have declined in a prior payment attempt
  3. Exclude Declines - Exclude any items that have been declined in a prior payment attempt.

Example:
  1. Disabled: Filter not used
    1. will act as normal, all items in pay ready will process
  2. Include Declines - Only include items that have declined in a prior payment attempt.
    1. if there are 2 items in pay ready
      1. one had previously declined and the other hadn't;
      2. ONLY the item with prior decline will process
    2. Partial Options 1
      1. NOT checked Require all debit items to process together in a single transaction
      2. checked Prevent Partial Order Processing
        1. Result - excluded item with no decline, processed previously declined item
    3. Partial Options 2
      1. checked Require all debit items to process together in a single transaction
      2. NOT checked Prevent Partial Order Processing
        1. Result - no eligible records to display
  3. Exclude Declines - Exclude any items that have been declined in a prior payment attempt. 
    1. if there are 2 items in pay ready
      1. one had previously declined and the other hadn't;
